La guerra en Ucrania, en medio un clima de inestabilidad y confrontación inédito en décadas recientes, ha supuesto el regreso de una peligrosa «retórica de las armas nucleares» que creíamos definitivamente anclada en el siglo pasado. Parece el momento oportuno para repasar los conceptos básicos del régimen internacional de no proliferación nuclear, pilar del multilateralismo y garantía de la paz y la estabilidad mundial. Se trata de un corpus normativo sumido en la parálisis y necesitado de una revisión crítica que ayude a mantener su vigencia y preservar sus fundamentos. Un instrumento de enorme utilidad para el conjunto de la Comunidad internacional que, precisamentepor serlo, debe adaptarse a un mundo en constante transformación. The time is ripe for a critical review of the basic concepts of the international nuclear nonproliferation regime, a pillar of multilateralism and the ultimate guarantee of global peace and stability. This set of rules and norms has been immersedin longstanding paralysis, and it is therefore in urgent need of reforms and updating. This article explores the origins and current situation of the nuclear nonproliferation regime. It also hints at some avenues that could help preserving it against the backdrop of a highly volatile global context.
